This article is enacted pursuant to the home rule power of the county under the Florida
Constitution, general laws and the Osceola County Home Rule Charter, in the interest
of the health, peace, safety, economy, and general welfare of the people of the county,
and under the authority of Osceola County to regulate the sale and consumption of
alcoholic beverages under the Twenty-First Amendment to the Constitution of the United
States.
