Subject to the rules and regulations of the county administrator, it shall be lawful
for any person owning or operating a taxicab, limousine, or vehicle for hire to suffer,
cause, or permit advertising matter to be affixed to or installed in or upon such
taxicab, limousine, or other vehicle for hire. The applicable occupational license
tax shall be paid for all such advertising.
