No person shall operate, command, conduct, run or administer a water vessel from a
county owned or operated public boat ramp for the purpose of providing guide services
associated with the activities permitted under a valid Florida Fishing license, as
issued by the Florida Fish and Wildlife Commission, without having first obtained,
and thereafter maintained, a valid vessel fishing guide permit from Osceola County.
