It is declared to by the intent of the board of county commissioners that any section,
subsection, sentence, clause, phrase or provision of this article is for any reason
held or declared to be invalid, unconstitutional, inoperative or void, such ruling
or holding shall not be so construed as to render invalid, unconstitutional, inoperative
or void the remaining portions of this article. If this ordinance or any provision
thereof shall be held to be inapplicable to any person, property, or circumstances,
such holding shall not affect its applicability to any other person, property or circumstances.
