§ 17-43. Adjustments for mixed-use development and transit-oriented development.

    The percentage of internal capture reflects the reduced impact on the overall transportation network by mixed-use development due to a reduction in the number of trips on external roadways and an increase in trips made by walking, bicycling and riding transit. Based on the Transportation Research Board National Cooperative Highway Research Program (NCHRP) Report 684 "Enhancing Internal Trip Capture Estimation for Mixed-Use Development," illustrating internal capture rates between twenty (20) percent and thirty (30) percent and for larger scale mixed-use developments that are compact and walkable featuring rates as high as fifty (50) percent, the mobility fee study concludes that the appropriate percentage of internal capture for development located in mixed-use development and transit-oriented development is twenty-five (25) percent. This percentage of internal capture rate is consistent with a number of studies submitted to and accepted by the county for mixed-use developments. While the percentage of internal capture varies slightly between the developments that submitted studies, they averaged a percentage of internal capture of twenty-five (25) percent. Based upon the foregoing, the mobility fee study has reduced the person miles of travel for land uses located in a mixed-use development or transit-oriented development by twenty-five (25) percent.

    The percentage of transit reduction reflects the reduced impact on the overall transportation network by development located in transit-oriented development. The Transit Cooperative Research Program Report 128 "Effects of TOD on Housing, Parking and Travel" evaluates the transportation impact of transit oriented developments and concludes that the cumulative impact of both internal capture and mode share indicates a reduction of approximately fifty (50) percent in transportation impact over free standing non mixed-use developments. Since the county's comprehensive plan and land development regulations have specific requirements for the design, location, walkability and compactness of transit-oriented development and in light of the percentage of internal capture assigned to mixed-use development in the foregoing subsection (a), an additional percentage of transit reduction of twenty-five (25) percent is assigned to transit-oriented development. Based upon the foregoing, the mobility fee study has reduced the person miles of travel for land uses located in a transit-oriented development by a total of fifty (50) percent, which includes the reduction described in the foregoing subsection (a).
