This division and the obligations herein for the payment of the park impact fee shall
apply to all park impact construction that applies for a certificate of occupancy
on or after the effective date of this ordinance and the expiration of the notice
period set forth in section 17-190 hereof.
(b)
A reservation of capacity pursuant to chapter 5, Concurrency Management System, of this Code, shall not exempt any park construction
from paying the park impact fee as applicable pursuant to this section 17-184.
