Article II. 911 EMERGENCY TELEPHONE SYSTEM, UNIFORM NUMBERING AND NAMING |
§ 18-27. Definitions.
For the purposes of this article, the following terms, phrases, words, and their derivations shall have the meaning given herein, unless the context clearly indicates otherwise.
911 Administration office. The office assigned to a designated department by the Osceola County Government, with primary responsibilities including, but not limited to coordination of operation and maintenance of the 911 system, street name changes and addresses, issuance of addresses, and the maintenance of 911 related GIS documents and files.
911 System. The emergency telephone system maintained and managed by the department as designated by the Osceola County Board of County Commission including all equipment and technologies used for the provision of emergency telephone access in Osceola County.
Accessory building. A building which is clearly incidental or subordinate to and customarily utilized in connection with a principle building located on the same lot.
Building front. That area or portion of a building or its facade which faces the public or private roadway pursuant to which the building is numbered.
Communications system. Any system used for transmission of audio, digital data, image or video signals, which has the capability of connecting to the 911 system, including, but not limited to, local telephone service, wireless telephone service, and cable communications systems.
Grid system. A series of designated north/south parallel lines intersecting a second set of east/west parallel lines within one square mile (i.e., "section"), as developed and maintained by designated personnel pursuant to the standards of this article.
Local telephone subscriber. Any person, firm, partnership, corporation, trust, association, or other entity or organization which subscribers to local telephone service through wireline devices, Including but not limited to residential telephone service, business telephone service, direct "ring-down" telephone service, access through PBX or similar systems.
Master street address guide (MSAG). A listing of all streets, house number ranges, emergency service zones, and other information relating to 911 response within a 911 service area.
Multiple building complex. Two (2) or more detached principle buildings situated on a single lot to which access is gained by a common driveway or internal access roadway.
Numbering system. A uniform method of assigning and coordinating the addresses of buildings and properties based on a designated grid system as developed and maintained by the 911 addressing office pursuant to the standards of this article.
Occupants. Any and all persons, firms, partnerships, corporations, trusts, associations, or other organizations who are lawfully occupying or leasing a building or other real property for a period exceeding thirty (30) days.
Owner. Any and all persons, firms, partnerships, corporations, trusts, associations, or organizations owning the fee title to, or having an undivided interest in, any building or property, subject to the provisions of this article.
Principle building or structure. Any structure which is designed, built or used for the support, enclosure, shelter, or protection of persons, animals, chattels or property of any kind for any residential, commercial or industrial purposes.
Private branch exchange ("PBX"). A telephone system owned or leased providing multiple line access through a single equipment source.
Private way. Any thoroughfare used for vehicular traffic which is not included in the definition of "public roadway" and which is not maintained by Osceola County or it's municipalities. This term shall include, but is not limited to roadways or driveways to apartments, condominiums, commercial or industrial complexes.
Public roadway. That area of an officially named public road or right-of-way either paved or unpaved, which is intended for vehicular traffic, excluding service entrances or roadways, and which is maintained by Osceola County or its municipalities.
Public safety answering point ("PSAP"). Communications centers designated to receive emergency calls from any person requiring law enforcement, fire or medical service.
Telephone company. Any provider of telephone service, operating in Osceola County; including, but not limited to companies described as local exchange carriers, alternate local exchange carrier, facilities based companies, competitive local exchange carriers, telephone service resellers, independent local exchange carriers, and wireless service providers.
Wireless telephone subscriber. Any person which subscribes to wireless telephone service through wireless, mobile or cellular providers.
