Article II. 911 EMERGENCY TELEPHONE SYSTEM, UNIFORM NUMBERING AND NAMING |
§ 18-30. Street naming and name changes.
All public and private roadways located in the unincorporated county that meet the criteria of this article shall receive names from the 911 administration office. Public and private roadways within a municipality shall receive names from the 911 administration office pursuant to this article and in cooperation with the municipality. A request for a street name or name change will not be considered unless there is a need for emergency service response in the area and the street is at least one thousand (1,000) feet long with two (2) or more dwellings located on it.

Naming private roadways. All requests for naming or renaming of private roadways shall be reviewed and/or approved by the 911 administration office. Upon receipt of all required documents, the 911 administration office shall review the request and determine the necessity of naming the private roadway for emergency service response. The 911 administration office shall notify all business owners and residents whose address will be effected by naming or renaming requests for a private roadway thirty (30) days prior to approval. Such notice shall be in writing and delivered to the owner, occupant, or person in charge by (1) certified mail, return receipt requested, or (2) by posting the notice in a conspicuous place on the building, or (3) by hand delivery. All comments received will be considered during the approval process. If the private roadway is located within a municipality, the 911 administration office request will be submitted to the respective municipality for review and/or approval in accordance with the municipality's procedure.

Naming public roadways. All requests for naming or renaming of public roadways shall be submitted by the 911 administration office to the board for approval. The 911 office shall notify all business owners and residents whose address will be effected prior to the board meeting for street name change requests. Such notice shall be in writing, and delivered to the owner, occupant or person in charge by (1) certified mail, return receipt requested, or (2) by posting the notice in a conspicuous place on the building, or (3) by hand delivery. Comments received on the request submitted ten (10) days prior to the board meeting will be included for review by the board. If the public roadway is located within a municipality, the 911 administration office request will be submitted to the respective municipality for review and/or approval in accordance with the municipality's procedure.

Duplication of names. No new street name shall be issued that would cause a duplication with another street name in the area embraced by this article. Similar sounding names shall be considered a duplication, regardless of spelling.

Names. Street names shall be pleasant sounding, easy to read, and to the extent possible, of a character that allows the public to relate to and remember.
(5)
Name changes. Changes in street names will be considered for the following conditions:
a.
Where the configuration of a street results in confusion in the numbering process.
b.
Where a street has more than one name and a single name is in the public interest.
c.
Where a street is phonetically similar to an existing street name in the same postal community.
d.
Where there is a duplication of existing street names within a postal community.

Applications. Application for street names or changes may be requested by a property owner or developer abutting the street involved. The application shall contain, when possible, the proposed name, copies of surveys showing the exact location of the street or easement and/or general location map. If the proposed change will affect other property, a petition or other demonstrative form of approval of the street name change by all property owners whose address, including street name, will be affected by the proposed change will be required. If the 911 administration office determines a street needs to be named for emergency response, the street will be named, including street signs, at no cost or obligation to property owners whose address is affected by the change.

Notification of naming problem. Upon receipt and initial review of the application, the 911 administration office shall notify the applicant, in writing, of any problems with the requested name.
