Article II. 911 EMERGENCY TELEPHONE SYSTEM, UNIFORM NUMBERING AND NAMING |
§ 18-31. Uniform numbering system.
Osceola County has established a uniform system of numbering ("numbering system") buildings based on a grid system. The 911 administration office is responsible for managing, coordinating, and maintaining the numbering system, including the naming/assigning of streets and addresses in the county, and shall notify the respective cities of all numbering assignments or changes that fall within the city limits. Administrative procedures for assigning numbers shall include as a minimum:

Address requirement. Only those buildings in which the owner/occupant will receive mail delivery and/or telephone service are issued addresses in Osceola County.
(2)
New construction. In the case of new construction, two (2) legible copies of approved final subdivision plats showing all lots with lot numbers and all streets with correct names, or alternatively, where no subdivision is involved, an approved final site plan in the case of a single family, initial building permit shall be furnished to the 911 administration office. The plats or plans shall be on a scale of one inch equals two hundred (200) feet. When the developer or landowner has the capability of producing digital images, one copy of subdivision plats shall be submitted in a digital format. Upon completion of number assignment by the 911 administration office, one copy of the paper plat or plan showing building numbers/streets shall be returned. The assignment of a number(s) shall be a condition precedent to the issuance of a building permit(s) for any such building(s). Nothing herein shall be construed as waiving or modifying the requirements of the county or city subdivision ordinance.
(3)
Notification. The owner, occupant, or person in charge of any building, to which a number has been assigned, will be notified in writing of the number assigned.
(4)
Number re-assignment. Addresses may be re-assigned to existing building(s) for reasons including, but not limited to, (1) conflicts with the uniform numbering system, (2) street name change, (3) duplication of a pre-existing address, or (4) a change in road pattern. Should an existing building require re-addressing, notice shall be given to the owner, occupant or person in charge whose building will be effected. Such notice shall be in writing, and delivered to the owner, occupant or person in charge by (1) certified mail, return receipt requested, or (2) by posting the notice in a conspicuous place on the building, or (3) by hand delivery. Such notice shall contain the new number(s) assigned, and direct the owner or the occupant to post the newly assigned number in accordance with this article. There shall be no charge for this notice.
