§ 19-4. Junkyards.

Notwithstanding the provisions of section 19-3, the accumulation of recovered material or other abandoned property may occur within the confines of lawfully established junkyards, wrecking yards, storage yards or other establishments which are legally licensed and zoned for the operation of such types of business and which fully comply with all federal, state and local laws and regulations pertaining to operation of such business.
