§ 20-5. Payment of assessments; interest rate; notice of special assessments due.

  • The assessments provided for in this chapter shall remain liens, co-equal with the lien of taxes, superior in dignity to all other liens, titles and claims (said liens to be recordable after the thirty-day period described below) until paid, and shall bear interest at a rate as set forth in section 20-1 above; provided, that such assessments may be paid without interest at any time within thirty (30) days after the improvement is completed, and the county commissioners have accepted the improvements and the county finance department or the clerk of courts acting in its capacity as clerk of the board (or other designee of the county commission) has caused to be published in a newspaper of general circulation in the county a notice of special assessments due. An individual statement shall also be mailed by U.S. mail by said finance department to each lot or property owner of record as reflected on the latest property tax roll.
