Words importing the singular number shall include the plural in each case and vice
versa, and words importing persons shall include firms and corporations. The terms
"herein," "hereunder," "hereby," "hereto," "hereof," and any similar terms, shall
refer to this article; the term "heretofore" shall mean prior to execution of this
article; and the term "hereafter" shall mean following execution of this article.
This article, being necessary for the welfare of the inhabitants of the county, particularly
the owners of property located within the MSBUs, shall be liberally construed to effect
the purposes hereof.
