The owner, tenant, occupant, lessee or person otherwise in charge, control and/or
possession of the private property upon which a violation of this article occurs,
and the owner of the vehicle which is parked, stored or left in violation of this
article shall be jointly and individually responsible for not complying with this
article and shall be jointly and individually liable for the expenses incurred in
the disposition of the vehicle.
