§ 2-77. Office of emergency management.
(a)
The office of emergency management is hereby created as an agency of the county acting in accordance with and in support of the State of Florida Division of Emergency Management and the state comprehensive emergency management plan and programs.
(b)
The county manager shall appoint an emergency management director to have direct responsibility for the organization, administration, and operation of the office of emergency management. The director of the office of emergency management shall also perform other functions, including advising the county manager and the board regarding emergencies and disaster mitigation, preparedness, response, recovery, and assisting the board and county manager in the development and management of any emergency management plans, programs, or activities designed to save lives, reduce suffering and protect property of the citizens of the county.
(c)
Through the office of emergency management, the county shall develop a single, integrated emergency management program to be adopted and implemented by the county. The emergency management program develops and implements measures for, and manages activities related to mitigation, emergency preparedness, response, recovery operations, and consequence management.
