§ 2-79. Emergency management working group.

  • (a)

    The working group shall be composed of at least one (1) representative from each of the following organizations and groups:

    (1)

    The county, whose representative shall be the director of the office of emergency management, or such person's designee;

    (2)

    The City of Kissimmee;

    (3)

    The City of St. Cloud;

    (4)

    The School District of Osceola County;

    (5)

    The Osceola County Sheriff's Office;

    (6)

    The Osceola County Public Health Unit;

    (7)

    Business and industry;

    (8)

    Private nonprofit organizations;

    (9)

    Citizens; and

    (10)

    Such emergency support functions as are then designated by the comprehensive emergency management plan.

    Nothing contained herein shall prohibit a member from serving in multiple capacities and such a member shall be responsible and accountable for the capacities served. Members shall serve at the will of their respective appointing authority or as applicable laws, ordinances or other rules of the respective organizations may dictate. All members must have the authority to act on behalf of the representative organization. Additionally, individuals should have emergency management responsibilities for their respective agency or department.

    (b)

    The working group shall be lead by the director of the office of emergency management or such person's designee. The director shall have the authority to appoint officers and may promulgate such internal procedures and rules as may be necessary to conduct the business of the working group.

    (c)

    The goal of the working group is to implement the comprehensive emergency management plan, as guided by the executive policy group. The duties and specific objectives of the working group are as follows:

    (1)

    Plan, coordinate, and develop matters pertaining to emergency management;

    (2)

    Effectively integrate local and county government services and departments in disaster operations;

    (3)

    Coordinate community, public, quasi-official and private resources, which can contribute to a comprehensive relief operation;

    (4)

    Liaise between public, quasi-official and private agencies to secure essential resources required for comprehensive relief operations; and

    (5)

    Provide pre-disaster information to educate the community on ways to protect life and property during an impending or actual life-threatening situation.

    (d)

    The working group may, from time to time, form such sub-committees under its direction and control to fulfill specific missions in furtherance of the goals of the working group. Membership in a subcommittee is not limited to appointed working group members. The subcommittee shall be assembled upon nomination and appointed by the working group and be provided its purpose upon creation. The subcommittee may be dissolved at any time by action of the working group.
