§ 9-214. Stormwater management program.
(a)
The stormwater management program shall be the operational means of implementing the county's stormwater management program. The stormwater management program will place emphasis on achieving maximum economic efficiency through identifying programs and funding sources which are complementary to other regional, state and federal programs. The stormwater manager shall be responsible for administration of the stormwater management program.
(b)
The stormwater management program shall provide general stormwater management services and, if applicable, subdivision facilities maintenance services to the stormwater service area. All or any portion of the general stormwater management cost and the subdivision facilities maintenance cost may be funded from the proceeds of stormwater assessments.
(c)
The stormwater management program may also acquire and construct capital facilities for stormwater management. The cost of such facilities shall be funded from sources other than proceeds of the stormwater assessments.
