The owner, tenant, occupant, lessee, or person otherwise in charge, control and/or
possession of the private property upon which a violation of this article occurs,
and the owner of the large vehicle which is parked, stored or left in violation of
this article shall be jointly and individually responsible for not complying with
this article.
